In an action brought pursuant to 42 U.S.C. section 1983 asserting a deprivation of rights secured by Title IV-D of the Social Security Act arising from defendants' alleged failure to collect past due child support, dismissal of the suit is affirmed as the provisions plaintiff relied on do not give rise to individual rights.

[10/03] County of Orange v. Superior Ct. (Rothert)
Petition for writ of mandate challenging order for genetic testing issued under Family Code section 7575 is granted where the trial court could not set aside a paternity judgment and therefore abused its discretion by ordering genetic testing for the purpose of deciding whether to set aside the judgment.

[09/28] In re: Hannah E.
Granting of the state's petition for involuntary admission is affirmed over claims that: 1) respondent-appellant's hearing was not conducted in a timely manner; 2) the certificate supporting the petition was invalid; 3) the State did not prove harm by clear and convincing evidence; and 4) the trial court erroneously failed to consider and use a least restrictive alternative disposition to commitment.

Termination of parental rights is affirmed over claim that the trial court erred in failing to make findings of fact concerning the mother's parental fitness in its oral and written orders.
